3月3日 Crooking chronology1995 August: MoU signed between KSEB and Canadian firm SNC Lavalin for augmentation of Pallivasal, Chengulm and Panniyar hydro-electrical projects 1996 February: KSEB signed a contract with Lavalin for technical know how, construction supervision and felicitation of funds. 1996 October: High level delegation led by power minister Pinarayi Vijayan held discussion with Lavalin in Canada, demanded fund for Malabar Cancer Center. Entered into contract for consultancy and equipment. Final contract to be signed in 1997 after reaching an agreement for Rs 149.15 crore to buy equipment, plus a consultancy fee of Rs 20.31 crore. The BHEL proposal for renovation projects at a rate less than that of Lavalin is rejected.1998 January: KSEB gives consent note for the final contract with foreign funds worth Rs 130 crore March: Cabinet accepts contract and agreement of Rs 98.30 crore for Malabar Cancer Center. It got only Rs 8.98 crore. 2005 July 13: CAG report alleged that government lost heavily in connection with Rs 374.5 crore worth project renovation due to game plan and undue haste for Lavalin contract without complying with procedures. 2006 January 20: Vigilance Cell finds out that anomalies took place in Lavalin contract February 13: Vigilance proposes to enlist 80 persons including higher officials as accused. March 2: Lavalin case handed over to CBI by UFD Government lead by Oomen Chandi March 10: Vigilance reports that an important file relating to Vijayan is missing. July 14: CBI finds out that there is prima-facie case. 2007 January 16: High Court orders CBI enquiry. May 27: The CBI team interrogated CPM central committee member E. Balanandan in connection with this case. October 07: CBI froze the case for the moment, thanks to the interference by of VIPs in Delhi. December 18: CBI collected evidences from CPM state secretary Pinarayi Vijayan secretly with respect to his involvement in SNC Lavalin case as power minister. 2008 September 22: CBI handed over case diary to High Court. Initially, it was industrialisation; today, it is technological advancement that is motivating humans to destroy the earth's environment. The exponential rise in population is not only decreasing the per capita land area but also leading towards depletion of resources at the same time. For centuries, human beings depended on agriculture for their survival; later it became their source of income. But since the last few decades, in the name of 'development', man has destroyed the environment and depleted earth's natural resources. Urbanisation and modernisation, both, have not only weaned away mankind from agriculture but has minimised the arable land area as well.As per the latest data available, around 37 per cent of earth's land area is available for agriculture; out of this, merely 11 per cent is used for crops cultivation and the rest for various other kinds of cultivation and pasture activities (mismanagement of land has already wasted more than 7 to 8 million square miles of land). What's to be noted here is that the land demand is increasing continuously and so is the demand for crops. Sadly, the farmers are moving away from traditional crops to bio-fuels crops (like maize and corn), thus widening the gap between food demand and supply. As per the UN's Food and Agriculture Organization (FAO) estimation, by the year 2030, the world's growing population will require 30 per cent more grain than the current production capacity. To meet this demand, healthy environment is a must. But then, modern luxury items (SUVs, Plasma TV that emits NF3, bottled water, polyester et al) are destroying the required feasible conditions. Agreed that technology has increased productivity. But even then, the world has 900 million undernourished people; tens of thousands die out of hunger every year. Unavailability of food and polluted environment are few of the reasons for world hunger.....Continue 1月7日 The EU mission set to take over from UN in KosovoThe Democratic League of Dardania (DLD) asked for the resignation of Prime Minister Hashim Thaci, citing apprehension that the sketch does not promise the sovereignty of Kosovo. "The six-point sketch is a product of the international community's duplicity and malfunctioning of the Thaci administration, clearing a technique to Serbia to recover in peace what it lost in war," Behlul Beqaj, a political commentator on Kosovo, told TSI. It is vague how the mission will be set up in Kosovo Serb areas as 70,000 out of 120,000 Serbs have signed an anti EULEX petition. "We don't know what the dynamics of EULEX deployment will be," said Oliver Ivanovic, a state secretary in Serbia's Kosovo ministry. NATO peacekeeping troops have amplified patrols in Mitrovica, fearing confrontations in the flashpoint town where Serbs live on one half of the river and Albanian Kosovars on the other. Numerous Western nations have accepted Kosovo but Serbia, backed by Russia, has declined to do so. The Security Council has long been at odds over the prospect of Kosovo and this mission is the first time the 15-nation body have been successful on agreeing on anything since the independence declaration.....Continue |
